ELMER STAATS AWARD l
Edward C. Gillen is the Senior Budget Analyst for the Nuclear Regulatory Commission's Office of the Inspector General (0IG). Mr. Gillen is responsible for creating and implementing a system that he uses to manage the NRC's Inspector General's budget appropriation from the U.S. Congress.
Prior to Mr. Gillen's joining the OIG's resource management team, the IG's budget was administered solely by the agency. A new era of OIG independence began with Ed's arrival.
It was through his leadership and professionalism that innovative systems were implemented, providing for the meticulous tracking of all OIG budget operations.
Ed ensures that all government rules and regulations are strictly followed, and is committed to the prompt service of his traveling customers.
His high work standards of "zero error tolerance" and innovative management procedures have resulted in one of the most efficient and effective budget programs within the OIG Federal Government community.
