Monticello Nuclear Generating Plant 2807 West Hwy 75 Monticello, Minnesota 55362-9637 October 25,1996 Generic Letter 96-06 US Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 Thirty Day Response to NRC Generic Letter 96-06 Assurance of Equipment Operability and Containment Integrity Durina Desian-Basis Accident Conditions NRC Generic Letter 96-06, " Assurance of Equipment Operability and Containment Integrity During Design-Basis Accident Conditions," issued September 30,1996 provided licensee notification of safety-significant issues that could affect containment integrity and equipment operability during accident conditions. The generic letter requests information conceming waterhammer and two phase flow conditions in cooling water systems serving containment air cooling systems, and thermally induced overpressurization of water filled piping systems.

Generic Letter 96-06 contains the following requested actions.

Addressees are requested to determine:

(1) if containment air cooler cooling water systems are susceptible to either water hammer or two phase flow conditions during postulated accident conditions; (2) if piping systems that penetrate the containment are susceptible to thermal expansion of fluid so the overpressurization of piping could occur.

In addition to the individual addressee's postulated accident conditions, these items should be reviewed with respect to the scenarios referencedin the genetic letter.

Within 120 days of the date of the generic letter, addressees are requested to submit a written summary report stating the actions taken, conclusos reached, the basis for continued operability for affected systems and components,

' planned or completed corrective actions if warranted. Systems identified to be susceptible to the issues of concem are to be identified and a description of the specific circumstances is to be provided.

c OSNRC NORTHERN STATES POWER COMPANY October 25,1996 Page 2 Within thirty days of the date of the generic letter, addressees are required to provide the NRC a written response concerning implementation of Generic Letter 96-06. This submittal provides the required thirty day response for the Monticello Nuclear Generating Plant.

The thirty day Generic Letter 96-06 response requires the following:

(1) whether or not the requested actions will be completed, (2) whether or not the requested information will be submitted and (3) whether or not the requested information will be submitted within the requested time period.

l Monticello Response Monticello commits to the following with respect to NRC Generic Letter 96-06:

l Monticello will complete the actions requested by Generic Letter 96-06 and will submit a J

l summary report of requested information in accordance with the schedule specified by l

the generic letter.

l The 120 day summary report will provide a description of proposed or completed corrective actions, if warranted. However, potential long term corrective actions to address these issues could require detailed engineering analysis which may not be completed within 120 days. If l

any potential proposed corrective actions are modified subsequent to submittal of the 120 day j

summary report, notification will be provided to the Commission.
