,1 Honorable Shirley Jackson I
Chairwoman U.S. Nuclear Regulatory Commission Washington, DC 20555
Dear Chairwoman Jackson:
I write to you on behalf of the Seacoast Anti-Pollution League, a
citizen organization with members resident on the Northern Massachusetts, New Hampshire, and Southern Maine coastal areas.
As you may know, SAPL has had long involvement with the NRC over On licensing and safety issues at the Seabrook Nuclear Plant.
4 this occasion, however, I write to support the request of Henry R. Myers, of Peaks Island, Maine for a definitive answer on the
?
licensing basis for the continued operation of Maine Yankee at l
t what is described as a "90 percent" power level.
Mr. Myers most recent letter to you, August 14, is enclosed.
SAPL would urge that the Commission provide Mr. Myers, i
appropriate state officials in Maine, and the public, with a clear explanation of the current licensing basis for Maine in light of the failure of Maine Yankee to demonstrate
- Yankee, current compliance with TMI Action Items II.K.3.30 and II.K.3.31.
SAPL is aware of your publicly declared intention to have a fully documented licensing basis for all of the nation's nuclear i
plants.
SAPL applauds your determination to, at long last, demonstrate that each civilian power reactor licensed by the NRC For is operating in compliance with its licensing requirements.
your information, I an enclosing a recent editorial in the "New London Day" following your visit to Millstone Station, indicating i
"some have taken to calling her (you) the ' Compliance Queen' because she has insisted that the NRC either enforce its regulations or get rid of them."
We agree with the editorial comment "That's refreshing."

Very truly yours,
