Systematic Assessment of Licensee Performance (SALP) Report No. 50-412/

85-99 and Your Reply Letter 2NRC-5-105 Dated July 19, 1985.

Thank you for your reply to SALP Report 50-412/85-99.

In your letter, you summar-

ized actions taken or planned to address the concerns identified in our letter of

June 7, 1985.

Based on our discussions with you at the June 19, 1985 management meeting, we have

revised the subject SALP Report to update information provided to us at that time

concerning completion status of cable pulling, scheduling for the reactor coolant

system and steam generator hydrostatic tests, and revised scheduling for the "En-

gineering Confirmation Program." This updated information is reflected in the re-

vised SALP Report (Enclosure 1), but does not affect our assessment.

With regard to the current status of construction, we acknowledge the improving

trends in those areas in which weaknesses were identified in the previous SALP Re-

port.

The initiatives that were implemented during this assessment period were

effective, but I feel additional attention is required for problems identified in

the electrical / instrumentation area.

Region I staff has discussed these problems

with you at a site meeting on July 12, 1985, and feels that the remaining electri-

cal / instrumentation tasks have been properly addressed and scheduled for action.

I urge you to provide the necessary management attention to assure that the reso-

lution of these problems in the electrical / instrumentation area is expedited.
