Dear Mr. Grace:
In accordance with 10 CFR Part 50.30 (b), (c) and Part 50.54, we are submitting three (3) signed originals of Amendment 18 to the Alvin W. Vogtle Nuclear Plant FSAR Chapter 17.1.
In addition, we are submitting sixty (60)
O copies to the Document Control Desk in Washington, D.C.
As described in our letter of December 16, 1983 (Log: GN-291) which transmitted Amendment 2, the Quality Assurance Program addressing the design and construction stage is now documented solely in the FSAR.
This amendment describes changes to the Quality Assurance Program during the design and construction phase. As can be seen from the amendment, the basic Quality Assurance Program has not been significantly changed. The changes are essentially administrative in nature in that certain responsibilities for design activities have been trarsferred from. Bechtel Power Corporation (BPC) to Westinghouse Electric Corporation and.recent organizational changes have been described.
Specifically, Westinghouse will have the technical responsibility for the O
Vogtle-structural analysis mobile unit detailed design services including evaluation and resolution of impacts of piping and pipe support changes on stress analysis.
Bechtel will maintain quality program control over these activities and a Westinghouse project quality assurance engineer will be assigned at the site to ensure proper implementation of the Bechtel procedures. The organization changes reflect added management emphasis as O
described in detail by our letter of July 30, 1985 (Log: GN-667). The changes do not adversely affect the technical or quality centrols or reduce the commitments of the Quality Assurance Program.
