The NRC on September 30,1996 issued Generic Letter 96-06," Assurance Of Equipment Operability And Containment Integrity During Design-Basis Accident Conditions." The purpose of the Generic Letter is the following:

(1) notify addressees about the safety-significant issues that could affect )

containment integrity and equipment operability during accident conditions, (2) request that all addressees submit certain information relative to the issues that have been identified and implement actions as appropriate to address these l issues, and (3) require that all addressees submit a written response to the NRC relative to implementation of the requested actions.

Generic Letter 96-06, Assurance Of Equipment Operability and Containment Integrity During Design Basis Accident Conditions W3F1-96-0194 Page 2 October 30,1996 The requested actions are the following:

(1) . determine if containment air cooler cooling water systems are susceptible to either waterhammer or two-phase flow conditions during postulated accident conditions; (2) determine if piping systems that penetrate the containment are susceptible to l thermal expansion of fluid so that overpressurization of piping could occur.

Further, the Generic Letter requests that items one and two should be reviewed with respect to the scenarios referenced in the Generic Letter.

The subject Generic Letter requests that within 30 days of the date of the Generic Letter a response be provided indicating: (1) whether or not the requented actions will be completed, (2) whether or not the requested information will be submitted, and ;

(3) whether or not the requested information will be submitted within the requested {

time period.

Entergy, Waterford 3, will perform an evaluation of Waterford 3 consistent with the j guidance of Generic Letter 96-06 specifically to determine: l (1) If containment air cooler cooling water systems are susceptible to either waterhammer or two-phase flow conditions during postulated accident conditions; (2) If piping systems that penetrate the containment are susceptible to thermal expansion of fluid so that over pressurization of piping could occur.

Items one and two will be reviewed with respect to the scenarios referenced in the Generic Letter.

A written summary report will be submitted to the NRC stating actions taken in response to the generic letter requested actions, conclusions reached relative to the susceptibility for waterhammer and two-phase flow in the containment air cooler 4 cooling water system and overpressurization of piping that penetrates containment,

! the basis for continued operation of affected systems and components, as applicable, and corrective actions, if any. We plan to submit the information within

120 days of the Generic Letter. However, should there be a valid reason determined j as a result of the ongoing evaluation to change the schedule, Waterford 3 would change this schedule, and we would apprise the NRC in writing of the reason and ,

revised schedule.-
