REPLY TO APPENDIX A OF NRC INSPECTION REPORT 50-317/85-13; 50-318/85-11 We have reviewed the circumstances that led to the apparent violation of Technical Specification 6.8.1.a referred to by the subject inspection report. This was caused by the failure to completely follow appropriate procedural guidance during two separate events.
Accordingly, the corrective actions cited below have been implemented to ensure that similar violations will not recur in the future.
INADVERTENT RECIRCULATION ACTUATION SYSTEM (RAS) ACTUATION The immediate corrective action taken was the resetting of the RAS. The test was later repeated and proper system operation was verified. Disciplinary action was taken with the technicians involved and all Electrical & Controls technicians have been briefed on this event. Furthermore, Licensee Event Report 85-05 (Ul) was prepared and forwarded to the NRC. All corrective action was completed on July 23,1985.
LOSS OF SHUTDOWN COOLING As noted in the subject inspection report, the immediate action taken was the restoration of the shutdown cooling system. In addition, a performance improvement report was prepared and forwarded to all licensed operators as required reading to increase their awareness of the problems encountered during the event.
