I. Grimes (NRC) to Mr. J. Davis (Nuclear Energy Institute), dated December 13,1996 In Reference (a), Baltimore Gas and Electric Company submitted a license amendment request to convert the Calvert Cliffs Units 1 and 2 Technical Specifications to be generally consistent with NUREG-1432, Revision 1, " Standard Technical Specifications for Combustion Engineering Plants."

Our submittal followed the guidance in the Nuclear Energy Institute's NEl 96-06, Improved Technical Specifications Conversion Guidance, dated August 1996.

In Reference (b), the Nuclear Regulatory Commission (NRC) provided additional suggestions for preparing better applications for conversion to the improved Standard Technical Specifications to facilitate the NRC staff's review process. One of those suggestions was to provide a copy of the mark-up of Ge current Technical Specifications in current Technical Specifications order. In accordance with previous discussions with the NRC, NEI 96-06, and industry practice, Baltimore Gas and Electric Company provided the current Technical Specifications mark-up in Improved Technical Specifications order.

These volumes contain the Units 1 and 2 current Technical Specifications mark-up in current Technical Specifications order.

These volumes contain no new information. The new volumes contain copies of the current Technical Specifications mark-up pages that were supplied in Reference (a), arranged in current Technical Specifications order. Therefore, this change has no effect on the No Significant liazards Consideration conclusions contained in the original submittal.
