REVIEW OF LICENSE AMENDHENT APPLICATION

Background

By letter dated May 16, 1985, NBS requested an amendment to their license No. SNM-362 to exe@t the leak test requirements of sealed sources of transuranic radionuclides with activities less than 10 microcuries.

Discussion It is HMSS' standard position to require the licensee to conduct, on a routine basis, a test for leakage or contamination of the sealed radioactive sou rce. This requirement specifically excludes any sealed source containing 100 microcuries or less of beta and/or gamma emitting material or 10 microcuries or less of alpha emitting material. When NBS' Materials License No. SNM-362 was renewed on May 2,1985, a license condition was inadvertently imposed requiring the licensee to conduct a leak test of the sealed sources of transuranic radionuclides (alpha emitting material) regardless of the activities content. The staff has reviewed the application and determined the licensee's 4 I

request is justifiable.

Region I Conment On August 5, 1985, the staff discussed the licensee's application with J. Roth, Region I, Facility Inspector, and he foresaw no safety related problems with the issuance of this license amendment.

Conclusion and Recomendation Based on the above discussion, the staff believes the-amendnent request can be granted without undue risk to the workers, public, or the environnent.
