Request for Additional Information Application Dated June 28, 1996 Department of Commerce National Institute of Standards and Technology Docket 70-398 Please provide the following information:

Eagg Comments I-1-2 Delete second and third sentences, " Radioactive materials ... described in Section 4.1.", in the definition of Radioactive Waste. They have been

addressed in Section 4.1.

! I-1-3 In Section 1.8, delete request of item C for disposal of waste by decay-in-storage method. This method is provided by 10 CFR 20.2001.

1-3-1 Please provide a technical justification for the statement that work requiring HEPA filters is suspended if readings (pressure drop indicator) or indications show the equivalent of four times the reading for clean or freshly installed filters.

l I-3-2 In Section 3.2.3, the last sentence should be revised to state that all survey instruments used for ,

. radiation protection surveys should be routinely j calibrated semiannually or after each repair that i could affect the calibration of the instruments which l ever one comes first.

1-3-3 In Section 3.2.4, Bioassay program should be revised

, based on Regulatory Guide 8.9, " Acceptable Concepts, Models Equations, and Assumptions for a Bioassay Program," July 1993. This guide contains methods for evaluating bioassay data that are acceptable to the NRC staff for evaluating compliance with the dose limits of 10 CFR 20.1202.

Section 3.2.4, should be added to state that air i

sampling in the workplace will be conducted based on the recommendations described in Regulatory Guide 8.25, " Air Sampling in the Workplace" June 1992.

I-4-1 In Section 4.1, description of disposal of licensed material by decay-in-storage method should be revised to state that disposal of licensed material by decay- i in-storage as specified in 10 CFR 20.2001(a)(2) must meet the requirements of 10 CFR 35.92, " Decay-in-

11-10-3 Description of " decay-in-storage should be revised in accordance with NRC comments for page I-4-1.

11-12-2 Section 12.4, should be revised to clarify that Health Physics performs weekly routine radiation and contamination surveys of a laboratory involved with the use of radioactive material.

11-12-5 Please provide technical justification for controls and action levels for C ' and H in Table II 12-1.
