SECY 83-326 - AUDIT RECOMMENDATIONS RESULTING FROM OIA'S SURVEY OF THE OFFICE OF POLICY EVALUATION This is to advise you that the Commission has made the

~following' decisions with regard to the OPE audit recommendations:

(1) The Commission (with all approving) agreed that the Commission should provide a statement of the role and functions desired of OPE. .

(2) The Commission (with Chairman Palladino and Commissioners Asselstine and Bernthal agreeing, Commissioners Gilinsky and Roberts disagreeing) disapproved your

'- recommendation to reaf firm the Commission's 1977 procedure requiring staf f of fices to issue ,staf f papers to OPE in draft, to allow OPE comment to the staff on the draft, and if necessary, to allow OPE comment to the Commission on the final paper.

(3) The Commission (with all agreeing) disapproved your recommendation that OPE prepare and the Commission approve an annual operating plan for OPE. The Commission (with Commissioners Gilinsky, Asselstine, and Bernthal approving) did agree that OPE should keep a record of the time and effort spent on various categories of work.

(4) The Commission (with all agreeing) agreed to rescind the 1980 formal rotation policy. This does not prejudice future management action to achieve staff changes deemed to be in the Agency's interest. (OPE employees should be advised of this.)  ;

(5) The Commission (with Commissioner Gilinsky disagreeing) disapproved your recommendation to institute a policy establishing a desired maximum number of years a professional employee may stay in OPE.
