Approval of Stabilization Performance Standards for PCBs in soil at AOC B.
Dear Mr. Chabot:
EPA has completed its review of the revised Addendum to Appendix A of the August 17, 1994 Stabilization Plan.
EPA hearby approves the concentration of 2 mg/kg of PCBs as the Specific Performance Standard for Stabilization for soil at AOC B which, when exceeded, must be removed, treated and/or capped.
EPA hearby approves the concentration of 74 mg/kg of PCBs as the Specific Performance Standard for Stabilization for soil at AOC B which, when exceeded, must be removed and/or treated.
As stated in EPA's letter dated June 12,
- 1996, the Specific Performance Standards approved above do not comply with current TSCA regulations.
The final Media Protection Standards (and a final remedy) must comply with with all applicable requirements, including TSCA and CWA.
EPA reserves the right to determine whether the Specific Performance Standards for Stabilization listed above may be approved as final Media Protection Standards.
Engelhard shall submit the Stabilization Conceptual Design for soils at AOC B within 3 months of receipt of these comments.
