Dear Sir:

Special Report Limiting condition for operation (LCO) 3.3.3.11 of the Trojan Technical Specifications requires a special report be submitted if the number of operable channels of post-accident monitoring instrumentation is less than the required number.

The condenser air ejector effluent monitor (PRM-6) was inoper-able from July 4, 1985 when the plant entered Mode 2 until July 18, 1985. The cause of the failure was an inoperable flow switch and a stuck ball valve in a flow controller.

The flow switch and flow controller problems were attributed to moisture in the system. Action was taken to replace the flow switch and to relubricate the ball valve in the flow controller. A design modification is in progress to install an additional cooler to eliminate moisture from the system during all expected condenser offgas flow rate conditions.
