NEWS ANNOUNCEMENT: RIII-96-67 October 28, 1996 CONTACT: Jan Strasma 630/829-9663 Angela Dauginas 630/829-9662 E-mail: opa3@nrc. gov PERRY NUCLEAR STATION RATED "G0OD" IN FOUR AREAS IN LATEST NRC ASSESSMENT REPORT The Nuclear Regulatory Commission staff has rated the Perry Nuclear Power Station " good" in plant operations, maintenance, engineering, and plant support in the latest Systematic Assessment of Licensee Performance (SALP) report.

, The report was issued October 24 to Centerior Services Com)any l (Cleveland Electric Illuminating Co.), operator of the plant. T1e Perry plant is located 7 miles northeast of Painesville. Ohio. The report covers the period January 8,1995, through September 14 of this year.

NRC officials will meet November 5 with re)resentatives of the utility to discuss the SALP findings. The meeting, whic1 is open to public observation, will be at 10 a.m. at the Training Center at the Perry plant.

NRC staff members will be available after the meeting for questions and comments from the public.

NRC SALP reports rate utilities in four functional areas -- plant operations, maintenance, engineering, and plant support -- and assign ratings of Category 1. 2. or 3 depending on whether their performance in those areas was superior, good or acceptable. Plant support includes radiation protection, security, emergency preparedness, and fire protection.

l The report on Perry gives the plant a " Category 2" rating in all four assessment areas, indicating good performance.

NRC Regional Administrator A. Bill Beach, in a letter to the utility, said: "It is my view that conduct of nuclear activities at Perry was good overall and improved in many aspects when compared to the last assessment period. Continued management attention may be warranted to sustain the

! improving trend that occurred through this assessment period."

He continued. "The improving trend noted in the NRC assessment of Perry performance appears to be due to effective management focus and attention to resolving performance weaknesses and implement im)rovement initiatives. While personnel errors continued to result in events, tie number and significance of personnel errors has been reduced."
