October 10,1996 fk Nh Docket No. 70-36 License No. SNM-33 Mr. Robert C. Pierson, Chief L,icensing Branch Division of Fuel Safety and Safeguards U.S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, DC 20555
SUBJECT:
REQUEST FOR TEMPORARY CIIANGE TO UF RECEIPT 6
SAMPLING PROCEDURE
Dear Mr. Pierson:
This request is to amend the witness sampling procedure described in our Fundamental Nuclear Material Control Plan (FNMCP) for work order GES 3102. The 235 work order consists of four cylinders of 4.00%
U WR material. Section 4.3.1 of the FNMCP states: Received UF has been sanspled, weighed and taniper safe sealed by the 6
vendor. Measuredassaysfor eternent andisotope are reportedby the vendor. A witttessed sansple is obtainedfrorn the vendor and analyzedfor U and235U by a contractor lab. Each cylinder is weighed upon receipt and the seat is inspected. The vendor's clenient andisotopic content is accepted based on calculated agreernentfor darnestic UF. Receiver's values are 6
bookedforforeign UF. Due to the immediate need and availability of the specified 6
enrichments for the work order, witness samples were unavailable from USEC for this material. As an alternate for the witness sampling, we will collect two samples of UO F 2 2 from reactor-one ofour conversion process. One sample will be taken after reactor-one's bed is flushed with material from the represented cylinder. The second sample will be taken from the ending portion of the represented cylinder. The samples will be analyzed for "U. The results will be used to verify Lockheed Martin's reported values. The 2
percent uranium values will be derived by using a nominal (historical average) concentration for UF receipts. Lockheed Martin's values will be booked for the 6
shipments. The verification will be completed within sixty days of receipt for each cylinder shipment.
We appreciate your assistance in this matter. Please contact myself or Mr. David S. Harris of my staffif further information is required.
Very Truly Yours, a
C
