Dear Mr. Subalusky:

This refers to a Predecisional Enforcement Conference conducted by
Mr. A. Bill Beach, Regional Administrator, and other members of the Region III
,

staff on September 27, 1996. The subject of this conference was the
activities at your LaSalle County Nuclear Generating Station pertaining to the
potential common mode failure of the essential service water system due to
4
foam sealant injection into the service water tunnel. The activities
'
discussed included those related to apparent failure to:
(1) adequately
implement the maintenance program; (2) take adequate corrective actions (3)
perform adequate operability evaluations; (4) perform safety evaluations in
'
!
accordance with 10 CFR 50.59 for previously existing conditions; and (5)
j
maintain quality assurance records. This conference was closed to the public.
We have enclosed a report summarizing the discussion.

You will be notified by separate correspondence of our decision regarding the
enforcement action based on the information presented and discussed at the
,

conference. No response is required until you are notified of the proposed
enforcement action.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and enclosed inspection report will be placed in the NRC Public
Document Room.
