Safety Evaluation by Division of Reactor Licensing U.S. Atomic Energy Conunission, In the Matter of Commonwealth Edison Company, Quad Cities Station, Units I and 2, dated August 25,1971 Pursuant to 10 CFR 50.59, Comed has changed the Bases of Facility Operating Licenses DPR-29 and DPR-30, Appendix A, Technical Specifications, Bases for Section 3/4.7.K. Per Reference (A), the Quad Cities licensing basis includes credit for containment overpressure during a Design Basis Accident - Loss of Coolant Accident (DBA-LOCA). A statement in the Technical Specification Bases, section 3/4.7.K, reads, "At this temperature and atmospheric pressure, the available net positive suction head exceeds that required by the Emergency Core Cooling System Pumps, thus there is no dependency on containment overpressure during the accident injection phase." This Bases change deletes this sentence from the Bases.
In support of the proposed change to the Technical Specification Bases, Comed has performed an evaluation pursuant.o 10 CFR 50.59, and determined that an Unresiewed Safety Question does not exist. This Bases change has been reviewed in accordance with Quad Cities procedures.
