Owen Rothberg and Sydney Miner of your staff requested information on the District's actions resulting from the CRDM locking spring problem at Davis Besse. Attached is the District's response to their questions.

ATT5CHMENT RESPONSE TO NRC QUESTIONS ON DISTRICT'S ACTIONS RESULTING FROM DAVIS BESSE CRDM LOCKING SPRING PROBLEM s

Have there been any long drop times recorded during control rod drop tests at Rancho Seco?
RESPONSE: The District reviewed the results of past drop time tests and all times are within Technical Specification limits.
2.
Are there any records of long drop times for all reactor trips?
RESPONSE: The District does not record drop times for reactor trips.
3.
Are there any drop times from this outage? Do they compare with previous times?
RESPONSE: A drop time test was performed on June 12, 1985. The results of this test are comparable with previous tests.
4.
Did the District verify that the springs were engaged?
RESPONSE: The District performed a visual inspection of the locking springs. Two springs were found to be disengaged. The springs were re-engaged and exercised to verify they were not damaged.
5.
Is the District considering any followup checks of the springs?
RESPONSE: The District considers this to be a one time occurrence and is not planning any additional inspections. Because of procedure changes, the spring is no longer disengaged from its locked position.
Based on this, there is no mechanism for the spring to become disengaged.
6.
Is the District participating in any B&W Owners Group (B&WOG) efforts?
RESPONSE: The B&WOG is currently considering actions to followup this problem. The District will actively participate in any B&WOG programs related to this.
