i Molten Metal Technology of Tennessee, Inc., (MMT) has acquired certain assets related to i
processing and transportation of radioactive materials, from VECTRA, Inc., (VECTRA). In the interim period, prior to NRC approval of the MMT QA Plan application, dated January 9, j
1997, MMT will continue to operate these assets under the approved VECTRA QA Plan l
(Docket 71-0192). All operations will be conducted in accordance with the approved i
VECTRA QA Plan as described in a Memorandum of Understanding (MOU) between MMT and VECTRA. Upon approval of the MMT QA Plan, MMT will operate these assets under i
the MMT QA Plan. Therefore, MMT requests that the scope of activities, to be considered in our QA Pian application, be expanded to include the low-level radioactive waste (LLW) handling and transportation activities included in the VECTRA QA Plan.
14MT will, during this interim period, implement both the SEG and VECTRA QA Programs iidependently. As you are aware, we are currently implementing the SEG QA Plan (Docket 71-04%) to operate the assets acquired from SEG, pending approval of the MMT QA Plan.
This interim operating approach was found acceptable to NRC, as documented in your letter of January 21,1997. MMT's purchase of VECTRA assets is, for the purposes of implementing quality assurance, identical to that of the purchase of SEG assets. VECTRA will retain assets related to its high-level and LLW business, therefore, MMT cannot purchase the VECTRA QA Program.
Activities performed by MMT under the two QA programs will remain separate and distinct.
Activities performed by MMT under the SEG QA Plan will be only those and all those specified in the scope described in the approved SEG QA Plan. Activities performed by MMT under the VECTRA QA Plan will be only those and all those required by 10 CFR Part 71 and specified in the approved VECTRA QA Plan. Upon approval of the MMT QA Plan, MMT will operate entirely under the approved MMT QA Plan.
