Dear Mr. Kenyon:

The NRC's Order to Northeast Nuclear Energy Company (NNECO) dated October 24, 1996, required NNECO to submit, within 60 days from the date of the Order, a comprehensive plan for reviewing and dispositioning safety issues raised by NNECO employees. NNECO's December 23, 1996, letter recuested an extension of 30 days for the submittal of the comprehensive plan. NhECO's January 22, 1997, letter extended that request until February 4, 1997. This is based on your indication that additional time was needed to address recommendations from an employee concerns task force so that work could be completed on the comprehensive plan in a deliberate manner.

The Order states that the Director Office of Nuclear Reactor Regulation, may, in writing, relax or rescind the Order u)on demonstration by the licensee of gcod cause. I find your request reasona)le and, therefore, grant an extension until February 4,1997, for submittal of a comprehensive plan. This action does not relax any of the other provisions of the Order.
