STATEMENT OF WORK FOR FIN A2157 Enclosed fs a statement of work for FIN A2157 which has been revised. The ANL Form 189 submitted on September 1,1981, is consistent with this revised S0W. ANL, for a number of reasons, has not met work senedules for this project in the past year.
Further, we are having some difficulty in obtaining the type of analysis needed.
Initial FY82 funaing for this contract should, therefore, be limited to $30,000 with additional funding to be provided later if the work produced is satisfactory and is performed according to scheoule.
Please prepare an NRC Form 173 to e;. tend the period of performance to September 30, 1982 and provide an initial funding increment of $30K.

1.0 Backaround Evaluation of probable or potential environmental impacts is an integral part of the licensing pmcess for uranium fuel cycle facilities.
In accordance with Nuclear Regulatory Conrnission (NRC) regulations, environ-

mental appraisals or envi'ronmental impact statements (EIS) are required to su'pport licensing decisions on new license applications, license renewals, proposed major codifications of facilities, and, in some cases, decomissioning plans for uranium recovery operations, fuel processing and fabrication facilities, and for rdated types of activities. The NRC's Office of Nuclear Material Safety and Safeguards (NMSS) requires technical assistance in conducting its envimnmental evaluations of applicant proposals and in the preparation of the associated envi.ron-mental appraisal reports and environrrental impact statements (draft and L

final statements).
Argonne National Laboratory (ANL) has provided such assistance in FY79 under NMSS Project' A2010-9 and in FY80 and FY81 FIN A2157.
This project is a continuation of that effort.
2.0 Work Required w.
The performing organization shell furnish the necessary qualified personnel, facilities, materials and services to coglete the final environmental statement for the Kerr-McGee West Chicago. task initiated in FY78 under FIN No. A2010. This will include the ' resolution of comrrents received on the draft environmental statement. The target task completion date will be durina the 4th Quader of FY82.
3.0 Reporting Recuirements 3.1 Monthly Letter Status Report Each nonth, the performing organization shall submit six (6)~ copies

of a brief letter report which sumarizes:
(1) the work perforwed during the previous month; (2)(personnel time expenditures during the pre month; and (3) costs:
a) during the previous month, (b') cumulative to date (fiscal year and total), and (c) projection by month to completion of the work effort covend by this staterrent of work. The first nonthly report shall provide the initial projection and subsequent reports shall either indicate revised projections or indicate "no change in the cost projection." The report shall be due by the'15th of each nonth with distribution as follows:

3.2 Preliminary Draft Environmental Impact Statement (EIS), Draf t EIS and Final EIS A revised preliminary draft of the EIS will be completed and submitted in the second quarter of FY82.
Following review by NMSS staff, the draft EIS (DEIS) will be issued by the end of the second quarter of FY82.
The printed final environmental statement, consisting of the revised EIS, the

comments on the DEIS from other Federal / State agencies and the private sector, and appropriate responses to these comments will be released within the fourth quarter of FY82.
The following number of copies of the required reports shall be furnishe'd by the performing organization:
Preliminary Draft EIS - 5 copies Draft EIS - 50 copies Final EIS - 50 copies 4.0 Meetinas and Travel The performing organization shall meet approximately four times with the NMSS PM to discuss the results of the work.
Those meetings shall be of one da' 's duration and shall be held at the NRC offices in Silver Spring, y

5.0 NRC Furnished Material There will be no NRC furnished-material.

6.0 Period of Performance Performance under this work order shall commence on October 1,1981, and shall continue through September 30, 1982.
_s 7.0 Technical Direction Mr. W. A. Nixon (FTS 427-4510) is designated as the NMSS Project Manager (PM) for the purpose of assuring that the services required under this S0W are delivered in accordance herewith.
All technical instructions to the D3E performing organization shall be issued through the NMSS PM.
As used herein, technical instructions are instructions to the Contractor which provide details, suggest possible lines of inquiry, or
