NRC INTEGRATED INSPECTION REPORT 50-424/96-09, 50-425/96-09

Dear Mr. McCoy:
On August.17. 1996, the NRC completed an inspection at your Vogtle Units 1 and
2 reactor facilities.
The enclosed report presents the results of that
inspection.
During the six-week period covered by this inspection report, your conduct of
activities at the Vogtle facility was generally characterized by safety-
conscious operations, sound engineering and maintenance practices, and
appropriate radiological work controls.
However, two violations were
identi fied. We are concerned with the violation involving an impro)erly
positioned containment isolation valve.
Though the valve was operaale, the
issue represents'another example of configuration control problems.
Additional management focus in this area is warranted.
These violations are cited in the enclosed Notice of Violation (Notice): and
the circumstances surrounding the violations are described in detail in the
enclosed report.
Please note that you are required to respond to this letter
and should follow the instructions specified in the enclosed Notice when
preparing your. response. The NRC will use your response, in part, to
determine whether further enfo. ' ment action is necessary to ensure compliance

with regulatory requirements.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice." a copy of
this letter, its enclosures, and any reply will be placed in the NRC Public
Document Room.
