SECY-85-271 - PROPOSED TECHNOLOGY TRANSFERS TO THE PEOPLE'S REPUBLIC I
OF CHINA (PRC)
This is to advise you that the Commission (with Chairman j
Palladino and Commissioners Roberts, Bernthal and Zech agree-ing) has approved your proposed response to DOE.
Commissioner Asselstine disapproved and requested that the following be added to the letter to DOE:
" Commissioner Asselstine notes that the Executive Branch has failed to provide the NRC with a written statement of 1
overall U.S.
policy guidelines with respect to proposed 4
transfers to the People's Republic of China of non-sensitive U.S.-origin nuclear power technology pursu-ant to 10 CFR Part 810.
He believes that such transfers should n6t be approved until Congressional consideration of the proposed U.S./PRC Agreement for Cooperation is completedandthatAgreementbecomeseffectivej" E
