In accordance with 10CFR50.54(p), Entergy Operations, Inc. hereby submits the original and three copies of the affected pages of the Physical Security Plan, Revision 17. This version of Revision 17 to the plan addresses verbalinput your office provided, as well as supersedes the Revision 17 of the Physical Security Plan that was dated March,1996 and which was originally forwarded to your office via ,

correspondence dated May 13,1996. A listing describing the plan changes is attached. The changes do not decrease the safeguards effectiveness of the security plan.

Per your letter dated August 11,1995, you issued an exemption to us from the 10CFR73.55(d)(5) requirement that will now allow contractors to remove their Photo badge / key cards offsite. The deletion of this requirement and the use of the hand geometry biometrics system represent the major portion of this submittal.

Additionally, your August 11,1995 letter stated that prior to the implementation of the hand geometry access control system, we must submit our revised Physical Security Plan which is attached. The use of the hand geometry system, along with the aforementioned exemption, represent a significant burden reduction to Waterford 3 Plant.  !
