Ms. Mary Adams Mail Stop T8-D14 U. S. Nuclear Regulatory Commission Office of Nuclear Materials Safety & Safeguards Washington, D.C. 20555
Dear Ms. Adams:
Please find the enclosed a list of information we need for preparing the environmental assessment (EA) for the relicensing of the GE Wilmington Fuel Fabrication Facility.
O Additional information will be requested after Tracy Ikenberry of PNNL has completed his tour of the site and gained a better understanding of the facility.
As preparation of the EA centinues, we may discover that additional data may be necessary to complete our analyses. If so, we will notify you. Submittal of this list meets the deliverable we identified in our July 1996 Monthly Business Letter Report. If you have any
)
questions about this list, please call John Abbott at (509) 376-0477.
Sincerely, 7

August 20,1996 Partial List of Information Requested for the EA i
for the Relicensing of the
)
GE Wilmington Fuel Fabrication Facility i
The following is a partial list of information requested for preparing the environmental assessment required for the relicensing of the GE Wilmington Fuel Fabrication Facility.
Additional information will be requested once Tracy Ikenberry of PNNL has completed his tour of the site.
His requests will be radiologically oriented, thus requests for radiological information are not contained in this initial request for data.
- 1. A copy of the relicensing EA prepared for the Siemens uranium fuel fabrication facility at Richland, WA, which we will use for formatting input.
- 2. Socioeconomic data -- Provide data about the socioeconomic makeup for a 50 mile (80km) radius around the GE Plant. i.e., Region of Innuence data. This consists of population, population densities, ethnic makeup (percent racially, etc.), income bracket, and how many people within this radius work for GE.
- 3. hieteorological data -- Provide the most recent meteorological data from the station nearest j
the GE Plant site -- STAR or meteorological joint frequency data (multi-year if possible), wind rose, inversion layer height, temperatures. Should PNNL use data provided in the 1996 Supplement?
- 4. Land use -- Provide a land use map depicting surrounding land use for all contiguous land, in addition to land use zoning in the general vicinity of the site. While some text exists about land-use in the 1996 Supplement to the Environmental Report (ER), a map would be more thorough.
- 5. Utility data -- Electricity useage to the site; water useage provided, natural gas or propane useage amounts, etc. Provide quantities used relating to the fuel fabrication process.
- 6. Groundwater data -- Data on the type and extent of contaminant plumes, derived from the fuel fabricat on activities, beneath the site and off the site.
i
- 7. Hazardous solid and liquid wastes -- Location on the site (and quantities) of all hazardous solid and liquid wastes and by-products resulting from production and operation of the plant to produce the uranium fuel bundles (which is the subject of relicensing). This does not include
- waste resulting from any operations associated with the GE engine manufacturing process.
q
- 8. Fuel fabrication nrocess -- Provide a thorough description of the fuel fabrication process complete with figures and diagrams. This description should not infringe upon proprietary
d information which GE wishes to remain protected.
It should be general in nature, but descriptive enough to educate the uninformed reader to the process.
9.
Seismic information -- Provide data on seismic information near the site -- earthquake history, faults, probabilities concerning earthquakes, etc.
- 10. A copy of the Emergency Contingency Plan for the GE Plant site, i
- 11. A copy of the most recent NPDES permit application.
i
- 12. A copy of the plant Safety Analysis Reoort (SAR).
I
- 13. Any information related to air releases, such as NRC, EPA (e.g., NESHAP), or State of North Carolina permitting information.
