Dear Mr. Kenyon:

This letter is to acknowledge receipt of your January 15, 1997, letter, proposing the selection of a contractor and independent verification team for the conduct of the Unit 1 Independent Corrective Action Verification Program (ICAVP). We understand that you will be prepared to discuss the details of the Unit 1 proposal and selection process at the meeting scheduled on February 5. 1997.

Since your proposed contractor for Unit 1 is the same organization you have proposed for Unit 3, Sargent & Lundy, we request that you discuss the issues listed in my letter to Mr. John Paul Cowan of January 13, 1997, at the February 5 meeting. As with the Unit 1 proposal, the em3hasis of our review will be on the financial and technical independence of t1e contractor.
