ACRS COMMENTS ON THE NRC MAINTENANCE AND SURVEILLANCE PROGRAM PLAN (SECY-85-129 DATED APRIL 12, 1985)

We wish to thank the NRC Staff for the presentation on the Maintenance and Surveillance Program Plan (MSPP) during the 304th ACRS meeting, August 8,1985, and for previous presentations to the ACRS Subcommittee on Maintenance Practices and Procedures.

We note that there has been substantial change and improvement in the MSPP over the last year. We believe the current version of the MSPP is sound and appropriate for the safety related and safety impacting maintenance activities. We believe the INP0-NUMARC interaction that has occurred and is programed for the future is appropriate, and that the NRC and NUMARC roles in the overall maintenance program and surveillance activities are proper for Phase I projects.

We have a continuing interest in lessons that may be learned from evaluations of Japanese maintenance practices and wish to continue meeting with the Staff and to have the opportunity for discussion of proposed final positions before they are published.
