License Change Application (LCA) 237. Revision 1 Soent Fuel Cask Loading in the Fuel Building The purpose of this letter is to transmit LCA 237, Revision 1 which requests amendment of Facility Operating (Possession Only ) License No. NPF-1. This LCA proposes to delete paragraph 2.(C)(7) to allow loading and handling of spent fuel casks in the Trojan Fuel Building and inserts a new license condition to authorize the loading of spent fuel and other materials into TranStor Transfer and Storage Casks in the Fuel Building.

Revision 1 includes a number of clarifications which resulted from changes in the design of the TranStor Transfer and Storage Casks and the corrections identified in PGE letter VPN-036-96, dated August 13,1996. Revision 1 is a complete replacement for the original issue LCA 237 to simplify the review of the document. Revision 1 includes material that is in LCA 240," Movement of Cask into Fuel Building" which is also related to the removal of the existing license condition that prohibits the movement of a spent fuel assembly shipping cask into the Fuel Building. LCA 240 was developed to facilitate the early initiation of pre-operational testing and load handling evolutions (without irradiated fuel) in preparation for fuel loading under LCA 237.

Attachment I provides the background and reason for the proposed change, a description of the proposed change, a description of the Independent Spent Fuel Storage Installation (ISFSI) components and equipment, a description of the spent fuel cask loading process, a safety evaluation, and a significant hazards consideration determination. Although PGE has determined that new types of accidents are involved, the consequences of the new types of accidents are well below EPA Protective Action Guides. An environmental assessment is also provided in Attachment 1. Attachment 11 provides a copy of the affected License page with the proposed change annotated.

l VPN-004 97 January 16,1997 Pane 2 of 2 PGE is committed to the safe transfer of the spent fuel from the Spent Fuel Pool to the ISFSI.

Consistent with this commitment, this LCA reflects the latest information available. Industry events and experience are monitored by PGE and any new relevant information that affects this submittal will be provided, consistent with the regulations and PGE's commitment to the safe operation of the ISFSI.

As described in the 10 CFR 72 license application submitted to the NRC in March 1996, PGE plans to begin loading spent fuel into casks and moving the casks to the ISFSI concrete storage pad in January 1998. Accordingly, PGE requests approval of this 10 CFR 50 license amendment by October 31,1997 if LCA 240 is approved by April 1,1997.

Also attached is one signed copy of a Certificate of Service for LCA 237 to the Chief Executive of the County in which the facility is located and to the Director of the Oregon Department of Energy.
