MILLSTONE NUCLEAR POWER STATION, UNIT NO. 3 COMMENTS ON FINAL DRAFT TECHNICAL SPECIFICATIONS Dear Mr. Youngbloot Reference 1 provided a draft of the Millstone Unit No. 3 Technical Specifications, and requested that Northeast Nuclear Energy Company (NNECO) review the draft Technical Specifications to encure that they accurately reflected the plant's Final Safety Analysis Report, the NRC Staff's Safety Evaluation Report, and the as-built configuration of Millstone Unit 3.
NNECO was also requested to provide the containment isolation valve table and containment air temperature monitor locations by November 1,1985.
The containment isolation valve table (Technical Specification Table 3.6-2) was submitted by NNECO in Reference 2.
The containment air temperature monitor locations were provided in Reference 3.
Enclosure I to this letter identifies certain specific changes to the Technical Specifications that we have discussed with the NRC staff and which we believe are necessary to properly reflect the plant as-built configuration, the FSAR and the SER, and to enhance our ability to safely and prudently operate the plant. In our reviews we have identified additional areas where we believe improvements could be made to the Technical Specifications but which.re not necessary to resolve at this time. These areas will be discussed with NRC Staff in the future.
