Davis-Besse Nuclear Power Station Industrial Security Plan, Hand Geometry Changes, Revision 15, Appendix B Ladies and Gentlemen:
In accordance with the provisions of 10CFR50.54(p), Toledo Edison hereby submits one original and three copies of the Davis-Besse Nuclear Power Station (DBNPS) Unit Number 1, Industrial Security Plan (ISP), Revision 15, Appendix B, Hand Geometry Changes. The attached document (Appendix B) contains safeguards Information and pursuant to 10CFR73.21 is to be withheld from public disclosure.
This document details changos to the ISP that will be effective for future implementation of a hand geometry biometric system to control unescorted access to the DBNPS Protected Area. The hand geometry system is proposed to be implemented during the transition from the currently operating Sygnetron security computer system to a new Security Data Management System (SDMS). The transition from the Sygnetron system to the SDMS is expected to begin in April, 1997. Appendix B supports a revised exemption to certain requirements of 10CFR73.55, " Requirements for Physical Protection of Licensed Activities in Nuclear Power Reactors Aga3nst Radiological Sabotage" which is submitted under a separate letter (Serial Number 2431) in accordance with 10CFR73.5, " Specific Exemptions".
