Enclosed please find an application from Transnuclear Inc. for a license to export 6.000 kilograms uranium, containing 5.598 kilograms uranium-235 (93.3 w/o naximum), to West Germany for use as working stock for fabrication of fuel elements for Material Test and Research Reactors.

Before taking action on this license application, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act of 1954 as amended by the Nuclear Nonproliferation Act of 1978.

maximum 6.000 kgs of uranium in the form of UF6 maximum 93 3 w m U-235 maximum 5 598 ks U-235 will be used by us as a working stock for the manufacturing of fuel elements for Material Test and Research Reactors.

The uranium shall be used as fabrication surplus for various MTR-Reactors in Europe such as RHF Grenoble/ France, BR2 Mol/ Belgium, MFF. PettenMetherlands, R2 Studsvik/ Sweden and shall not leave NUKEM's fabrication facility at Hanau.

We shall request product delivery from the Department of Energy for a quantity of nominal 5 985 kgs or uranium (nominal 93 15 w 4 U-235 enriched) under the Enrichment Services Contract DE-SC05-84UE07537 in October 1985 with a delivery date February 1986.
