Dear Dr. Brown:
Enclosed herewith are proposed changes to the subject plan.
These changes have been reviewed by =e=bers of the GA staff and it is concluded that they qualify as 10 CFR 70.32(e) =odifications which do not decrease the effectiveness of the plan.
We are submitting these changes to you rather than the normal processing through Region V, since the subject plan continues under review by mem-bers of your staff.
Two of the changes involve IRS figures '#.ich were originally submitted with incorrect titles. The remaining changes have been made te either clarify certain commitments or to assure that cc==itments agreed to by, iVi/,
