SUMMARY

OF MEETINGS ON EMERGENCY PLANNING HELD OCTOBER 16 AND 17, 1985 On October 16 and 17, 1985, the staff met in Bethesda with the applicant and its representatives to discuss the Vogtle Emergency Plan and the emergency action levels (EAls). Participants for both meetings are listed in the enclosure.

The applicant stated at the outset of the meeting that it considers emergency planning to be the critical path item toward licensing of Vogtle Unit 1.

The applicant further indicated that this necessitates maintaining May 1, 1986, as the emergency preparedness exercise date. The applicant stated that a preassesscent meeting is scheduled for the week of November 18, 1985 in Region II. The full assessment is scheduled for 2 weeks beginning January 27, 1986.

October 16 was spent discussing the applicant's proposed responses to each coment in the staff's draft evaluation transmitted to the applicant by letter dated July 29, 1985. The staff provided feedback to the applicant as to the acceptability or shortcomings of each response.

In discussing the emergency response brochure, the applicant stated that a copy would be provided to the staff for review by October 18, 1985, along with sample advertisements and posters. The applicant requested that these materials be approved by both the staff and the Federal Emergency Management Agency (FEMA) by January 1986 to allow concurrent brochure and weather radio distribution.

On October 16, the staff and applicant also briefly discussed the emergency planning contentions admitted for litigation.

The applicant comitted to providing the staff with responses to approximately 90% of its coments by November 15, 1985, with the remainder following as soon as possible.

On October 17, the staff and applicant discussed the Vogtle emergency action levels with the staff's consultant. The applicant also studied the Shearon Harris scheme which the staff has found acceptable. The staff consultant pointed out that enough information and clarification is not included for the l

, reviewer to come to the same determination as the applicant on a number of classifications. The applicant indicated that it planned to respond to staff comments on the EALs by December 1, 1985.
