Dear Mr. Thompson:

This letter provides updated information regarding shift staffing at our Limerick Generating Station and is supplemental to our letters of August 21, 1984 and December 10, 1984 (S.

L.

Daltrof f to D. G. Eisehnut, USNRC). to NPF-39 delineates the shift operating l

experience requirements as follows:

At all times the plant is in an operating condition other than cold shutdown or refueling, the licensee shall have a licensed senior operator on each shift who has had at least six months of hot operating experience on a same type plant, including at least six weeks at power levels greater than 20% of full power, and who has had startup and shutdown experience.

For those shifts where such an individual is not available on the plant staff, an advisor shall be provided who has had at least four years of power plant experience, including two years of nuclear plant experience, and who has had at l

least one year of experience on shif t as a licensed l

senior operator at a similar type facility.

Advisors, as a minimum, shall be trained on plant procedures, technical specifications and plant systems, and shall be examined on these topics at a level suf ficient to assure familiarity with the plant.

These advisors or suitably qualified replacements shall be retained until at least one of the senior operators replacements shall be retained until at least one of the senior operators on each shif t has the required experience.

The NRC shall be notified at least 30 days prior to the release of any O9 special assigned advisors.

October 31, 1985 Page 2 As of August 13, 1985, Mr. Robert Hampton has been assigned to shift operations as a Duty Shif t Superintendent with a Shift Advisor.

A copy of his experience record is attached.

As discussed in previous correspondence, Mr. Charles Gillespie, who is currently serving as a Duty Shif t Superintendent, is accompanied by a Shi f t Advisor.

Our previous correspondence identified two individuals, Messrs. Sparks and Shanaman, who were to be serving as Shift Advisors.

Mr. Sparks has been released due to medical problems.

In order to provide the necessary coverage of Shif t Advisors, the services of a suitably qualified contractor have been arranged.

While the contractor was receiving site specific training, Mr.

William Barnshaw, one of the fully qualified Shif t Superintendents, was temporarily assigned as a Shif t Advisor.

Messrs. Hampton and Gillespie will perform as Duty Shift Superintendents with Shi f t Advisors until they have accumulated suf ficient experience to meet the requirements of the License Condition or until the unit has a sustained period of operations at approximately the 50% power level of the startup test program, whichever is last.
