SUMMARY

OF MEETING HELD OCTOBER 21, 1985, ON TECHNICAL SPECIFICATIONS On October 21, 1985, the staff met with the applicant to discuss Technical Specifications (TS) for Vogtle Unit 1.

Participants are listed in the enclosure.

The staff discussed the Vogtle Unit 1 TS review schedule with the applicant.

The staff expects to transmit the Vogtle TS to the applicant by October 28, 1985*. The applicant should then mark the TS with all Vogtle-specific information and return the original plus 4 copies to the staff by February 28, 1986. Also at that time, any deviations from the standard TS should be justified and the appropriate FSAR section referenced. This will great!y aid the staff and its consultants in reviewing the justifications and is aimed to reduce the number of questions which would need to be resolved between the staff and applicant.

After the staff and consultant have reviewed the submittal, a series of meetings will be initiated to resolve ouestions.

The staff cautioned the applicant to ensure that the TS submittal coir.cides with the FSAR and the staff's SER. The staff also stated that if the applicant's fuel load date changed, the TS review schedule will automatically change appro-priately. The staff explained that substantive questions, i.e. excluding typos, should be answered in writing by the applicant. Additionally, all correspon-dence following the proof and review stage will be formalized.

The staff suggested that the applicant carefully review diesel generator main-tenance and surveillance requirements to be assured that they are in line with manufacturer recommendations as well as TDI Owners Group and staff recommendations.

The staff also cautioned the applicant to make sure that plant-specific values are at least as conservative as those values used in the FSAR safety analyses.

i The staff and applicant also discussed the new TS program being promoted by the Atomic Industrial Forum pertaining to streamlining of the TS. The staff inquired as to whether the applicant would take advantage of such a program. The appli-cant indicated that it would be wary of potential licensing delays introduced by participation but would follow the progress be'rg made by Seabrook in this area.
