URF0 REVIEW 0F DRAFT STAFF POSITION ON TESTING AND INSPECTION DURING CONSTRUCTION OF DOE'S REMEDIAL ACTION Af INACTIVE URANIUM MILL TAILINGS SITES The Uranium Recovery Field Office (URFO) has completed its review of the
" Draft Staff Technical Position on Testing and Inspection Plans During Construction of DOE's Remedial Action at Inactive Uranium Mill Tailings Si tes. " Although the staff had no substantive problems with the position paper, one particular requirement was felt to be deserving of further attention, as noted in the following paragraph:

Section 3.2.3, p. 6 The frequencies specified for routine field density testing of compacted materials appear high.
Both " Design of Small Dams" (Section 11.3d), and " Earth and Earth-Rock Dams" (Section E-4),
recommend a frequency of one test per 2,000 cubic yards of embankment fill placed for routine testing. While a higher frequency may be necessary for radon barrier or liner materials, the frequency recommended in the above references should be adequate for other compacted materials.
