Dear Dr. Seaver:
This is in response to your letter to the NRC's Division of Contracts dated June 4, 1985, in which you requested, pursuant to the Freedom of Information Act (F0IA), a copy of the successful technical proposal submitted by Westinghouse Corporation in response to Request for Proposal RS-RES-85-103 entitled "Modeling Cognitive Behavior of Nuclear Power Plant Personnel."
In a telephone conversation with David Meyer on July 2, 1985, you agreed to accept a nonproprietary version of the successful proposal. The proposal you requested, as described on the enclosed appendix, is now available for public inspection and copying at the NRC Public Document Room (PDR), 1717 H Street, Washington, DC, in PDR file F01A-85-416 under your name.
Also enclosed is a copy of a notice which explains the procedures and charges for obtaining records from the PDR.
