A letter dated August 7, 1985 from Charles Jones, Director of the Illinois Emergency Services and Disaster Agency (IESDA) to Gordon Wenger, FEMA Region V.
This was the " cover"

letter for the IPRA documents which were hand-delivered to FEMA on August 7.
The original copy of the letter was mailed from Springfield, Illinois.
A telecopy of the letter accompanied the delivered documents.
Please be advised that Ms. Rorem was sent a copy of the three IPRA Volumes and the draft public information brochure via Federal Express on Friday August 9,
1985 for Saturday delivery.
However, she did not received them until Monday, August 12.
