Dear Mr. Jackson:

As you know, parts of the Paducah and Portsmouth Gaseous Diffusion Plants (GDPs) are being transferred on March 3,1997, from operation and oversight by the U.S. Department of Energy (DOE) to operation by the United States Enrichment Corporation (USEC) under the regulatory jurisdiction of the Nuclear Regulatory Commission (NRC). The enclosure summarizes the NRC's determination of the amount of nuclear material that will be on inventory in USEC-leased space at the time of transition. A key assumption b that all DOE-owned material currently in USEC-leased space (e.g., certain legacy wastes and 4

depleted UF4 ) will be in DOE space by the time of transition. .
