Dear Governor Keating:
l Thank you for the November 26, 1996 letter affirming Oklahoma's interest in becoming an Agreement State pursuant to Section 274(b) of the Atomic Energy j
Act of 1954 (AEA), as amended.
We agree that mid-1999 is a reasonable target date for the planned transfer of regulatory jurisdiction that is requested by the State of Oklahoma. NRC will work closely with the Oklahoma Department of Environmental Quality to complete the necessary NRC reviews of your radiation control program prior to signing of the Agreement in 1999. Additionally, NRC plans to conduct periodic meetings with the staff of the Oklahoma Department-of Environmental Quality to coordinate our efforts to develop the Agreement. We also plan to provide assistance to that staff, as necessary, to assure a smooth transition of regulatory authority. Our collective efforts will assure continued adequate protection of public health and safety associated with the use of AEA radioactive materials.
