Enclosed is a letter from Molycorp, Inc. requesting an amendment to export license XSOU8707. Molycorp, Inc. requests the following amendments to the license: 1) Increase the quantity of material authorized for export from .

200,000 to 300,000 kilograms; 2) add Malaysia and Russia as Ultimate Consignee  !

countries; and 3) extend the expiration date from 31 July 2001 to l 31 December 2006.

Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested amendments meet the applicable criteria in the Atomic Energy Act of 1954, as amended.
