SUBJECT: NRC INSPECTION REPORT 50-285/96-16
Dear Mr. Gambhir:
An NRC inspection was conducted November 17 through December 28,1996, at your Fort
Calhoun Station reactor facility. The enclosed report presents the scope and results of that
,
inspection.

During the 6-week period covered by this inspection period, your conduct of activities at
i
the Fort Calhoun Station was generally characterized by safety-conscious operations,
sound engineering and maintenance practices, and careful radiological work controls.
However, regionalinspectors did identify an unresolved item regarding Section lll 0 of
Appendix R to 10 CFR Part 50, specifically, the adequacy of your reactor coolant pump
lubrication oil collection system. Section 02.1 of the enclosed report details the NRC's
observations in this area and includes questions which need to be ar6wered in order to
resolve this matter. Please provide a response to the three questions posed in

Attachment 2 of the enclosed report within 30 days of the issue date of the report.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter,
its enclosure, and your response will be placed in the NRC Public Document Room. To the

extent possible, your response should not include any personal privacy, proprietary, or

safeguards information so that it can be placed in the Public Document Room without
