RELIEF REQUEST, INSERVICE TESTING 0F AUTOMATIC DEPRESSURIZATION SYSTEM SAFETY / RELIEF VALVES, LIMERICK GENERATING STATION, UNITS 1 AND 2 (TAC NOS. M95805 AND M95806)

Dear Mr. Hunger:

In your 1etter dated April 1,1996, you requested NRC approval of a request for relief 41-VRR-2, Revision 3, from certain ASME Code IST requirements pertaining to testing of the plant Automatic Depressurization System (ADS) safety / relief valves (S/RVs). Also, feu provided supplemental information in a letter dated December 5, 1996, which described the preventive maintenance program for the plant S/RVs. This relief request seeks relief from performing

. stroke and. stroke-time testing for PSV-41-1F013E, H, K, M, and S for Unit 1, and PSV-41-2F013E, H, K, M and S for Unit 2.

The ' staff has evaluated the informatio'n provided in your submittals, and has concluded that, in accordance~with 10 CFR 50.55a(a)(3)(1), it is appropriate to> grant the licen~see's relief request 41-VRR-2, Revision 3. As described in the safety evaluation, the staff has determined that the licensee has demonstrated that its proposed alternative to the ASME Code IST requirements provides an acceptable level of quality.and safety.

The staff has evaluated the information provided in your submittals, and has concluded that, in accordance with 10 CFR 50.55a(a)(3)(i), it is appropriate to grant the licensee's relief request 41-VRR-2, Revision 3. As described in the safety evaluation, the staff has determined that the licensee has demonstrated that its proposed alternative to the ASME Code IST requirements provides an acceptable level of quality and safety.
