Dear Mr. Themelis:

We have reviewed the Radiological and Engineering Assessment (REA) for the Central Valley Water Reclamation Facility (CVWRF) in Salt Lake City that was prepa ed by the State of Utah and forwarded to us by Mark Matthews of your office. Based on the results of this review, wa conclude that the revised REA adequately addresses tha October 22, 1981 NRC comments on the draft REA, and therefore resolves the concerns expressed in our January 4,1985 letter to you.

NRC hereby concurs in the REA preferred Option 2 conditional to the items listed in the enclosure. This option involves application of supplemental standards to the contaminated materials under and adjacent to tanks in order to preserve structural integrity of existing tank foundations.

Note that in accordance with Condition A of the enclosure, concurrence in the CVWPF remedial action does not include the staging area and the area for the Taylorsville-Bennion sewer line bypass. These areas are on the Vitro -

processing site and their cleanup and certification for unrestricted use must be handled as part of the Vitro site cleanup.

ENCLOSURE Conditions for Presently Scheduled Work at the CVWRF Vicinity droperty in Salt Lake City Condition A NRC concurrence is not applicable to any portion of the planned work for CVURF expansion which occurs on the Vitro processing site.

4 Condition B The depth of excavation of the contaminated material shall be limited only where there is a clear and definite threat to the stablility of the CVWRF tank structures.

Condition C Fill material shall be selected and the placement of fill material shall be designed to reduce, to tne extent practicable, the amount of radon released from contaminated material lef t in place. At least four feet of fill material i

shall be placed over any contaminated material left in place.

Condition D During excavation sufficient soil samples shall be taken and boreholes made to adaquately characterize the levels and extent of contaminated material to be left in place. The elevations of the CVWRF tank structures' bottoms shall be accurately determined and, if possible, the depth of contamination under the tank structures shall be determined.
