MEETING REPORT; REMEDIAL ACTION INSPECTION PLANS Enclosed for your information is a summary of the August 20, 1985, meeting with DOE held in our office for the propose of discussing DOE's Remedial Action Inspection Plans (RAIPs) for UMTRA sites and the related NRC Staff Technical Position (STP) on Testing and Inspection.

August 20, 1985 LOCATION: Silver Spring, MD NRC Willste Building Room 1133 PURPOSE: To discuss generic and site specific issues pertinent to DOE's Remedial Action Inspection Plans and NRC's Staff Technical Position on Testing and Inspecticn.

SUMMARY

NRC staff coments on the Shiprock RAIP and a revision of the Canonsburg RAIP were discussed, and based on these discussions, DOE will modify the RAIPs and submit them to NRC for concurrence. 00E also presented NRC with a draft RAIP prepared by the State of Utah for the Salt Lake City Project. DOE requested that we conduct our review concurrent with the DOE review of this draft. DOE and NRC coments will be sent to Utah and then a revised RAIP will be transmitted through DOE to NRC for concurrence.

DOE comments on the NRC Staff Technical Position (STP) on Testing ari Inspection during Construction at UMTRA Sites were also discussed. DOE comments will be incorporated into a final STP which will then be distributed to interested parties. The only point of disagreement concerned the frequency of gradation tests to be performed on materials other than tailings / contaminated materials. Although DOE / TAC /RAC felt the frequency was to stringent, the staff meintained the position that at least one test should be required during eacn day of significant material placement.

At tb! conclusion of the meeting, DOE indicated that, as a means of streamlining the preparation and review of RAIPs, future RAIPs will contain only the section on testing and inspection. All other information presently contained in the RAIPs is generic in nature, has already been reviewed by NRC (Shiprock), and will therefore be included in the generic DOE Quality Assurance Prograa Plan.

Conclusions as outlined and signed during the meeting are attached.
