Dear Mr. De nton :
The Catholic University of America requests a change in facility license R-31 to authorize " possession-only" status.
Approval of this request will assure protective storage of the reactor and the reactor fuel by the remaining CUA staff while more specific plans for de-commissioning the facility are being finalized.
Proposed amended technical specifications are attached.
The purpose of this requested amendment is to delete administrative, calibrational, and/or perf ormance raquirements upon systems and components which are no longer operational.
The reactor is in a continued shut-down mode with the f uel-bearing control rods removed f rom the reactor.
The control rods are stored in a locked facility separate from the reactor.
The fuel core is in the reactor with the water shield in place.
