MINUTES OF CRGR MEETING NUMBER 296 - Part I l
1 The Committee to Review Generic Requirements (CRGR) met on Tuesday.
November 19. 1996, from 9:00 a.m. to 5:00 p.m.
A list of attendees is l
provided in Attachment 1.
Dr. Joseph Muscara (RES) made an excellent presentation to the CRGR on historic perspectives and advances in the development of inservice inspection techniques and methodology.
The CRGR members commended Dr. Muscara on the l
valuable information presented. Attachment 2 contains the briefing material l
distributed by Dr. Muscara.
l At this meeting, the Committee reviewed three proposed generic letters. They were on: (1) Effectiveness of Ultrasonic Testing Systems in Inservice Inspection Programs: (2) Steam Generator Tube Inspection Techniques; and (3)
Degradation of Steam Generator Internals. All three generic letters involved information requests pursuant to 10 CFR 50.54(f).
Part I of the minutes of the CRGR Meeting No. 296 covers only the last two generic letters.
Specifically, Attachment 3 contains the details on the proposed generic letter on steam Generator Inspection 'lechniques, and Attachment 4 contains the details on the proposed generic letter on Degradation of Steam Generator Internals.
Part II of the minutes of the CRGR Meeting No. 296 (to be issued separately) will cover the proposed generic letter on Effectivenx - d i
Ultrasonic Testing Systems in Inservice Inspection Programs.
The CRGR made several comments on the technical aspects of the proposed i
generic communications.
On December 17. 1996, the Acting Chairman, CRGR.
endorsed the revised generic letter on Steam Generator Tube Inspection Techniques, and on Degradation of Steam Generator Internals.
At the same meeting, the Committee had the benefit of discussion with OGC on I
the use of the terms " requested" vs. " required" in generic communications (e.g.
bulletins generic letters and 50.54(f) information requests).
The Committee was also briefed by cognizant 0GC 3ersonnel on implementation of the Small Business Regulatory effectiveness and r irness Act for the proposed a
generic actions coming for CRGR review.

l In accordance with the ED0's July 18. 1983 directive concerning " Feedback and Closure of CRGR Review." a written response is required from the cognizant office to report agreement or disagreement with the CRGR recommendations in these minutes.
The response is to be forwarded to the CRGR Chairman and if there is disagreement with the CRGR recommendations, to the EDO for decision making.
