By Reference (b) Maine Yankee submitted the subject proposed change.

j We are hereby supplementing this proposed change to make minor editorial changes including l

the relocation of the phrase "as modified by approved exemptions" to clarify that exemptions l

apply only to rules rather than to regulatory guidance. Prcposed supplementary replacement l

pages for the Technical Specifications are provided in Attachment A. This supplement does not affect the Significant Hazards Evaluation presented in Attachment A of Reference (b).

In addition, we are requesting NRC concurrence with our position that the 1988 Integrated

{

Leak Rate Test, which was conducted at the Technical Specification Peak Accident Pressure (P,) in effect at the time (50psig), is considered a " Full-Pressure Test" for the purpose of complying with the NEI Guidance. The NEI Guide, which is referenced in Regulatory Guide 1.163, states (sec. 9.2.3, pg 11): "In the event where previous Type A tests were performed at reduced pressure, at least one of the two consecutive periodic Type A tests shall be performed

at peak accident pr' essure." An internal position paper whleh justifies this position is available for NRC review.
