Dear Mr. Keppler:
Pursuant to the provisions of 10 CFR 50.54(p), Iowa Electric has made changes to the Duane Arnold Energy Center Security Plan.
These changes, noted as Security Plan Change 11, have been reviewed in accordance with the requirements of 10 CFR 50.54(p) and it is our oetermination that the changes do not decrease the safeguards effectiveness of the Security Plan.
Due to the procedure in which the Security Plan is bound before inserting it into the three-ring binder, the entire Security Plan and Guard Training and Qualification Plan are being resubmitted.
This change also incorporates the " pen and ink" changes previously made to the Security Plan.
This transmittal includes the original transmittal letter with enclosures and four copies of the transmittal letter with enclosures.
