Gentlemen:

Pursuant to References (1) and (2), the Baltimore Gas and Electric Company (BG&E) hereby submits its proposed schedule for meeting the requirements of paragraphs (C) (1) and (C) (2) of Reference (1). This schedule was discussed with our NRC Project Manager in accordance with the guidance summarized in Reference (3) and was found to be acceptable. As indicated in Reference (4), BG&E is a participant in the Combustion Engineering Owners Group (CEOG) Program for compliance with the ATWS Rule. The current schedules for the start of the second refueling outages after the effective date of the rule (7/26/84) for our Calvert Cliffs Nuclear Power Plant are Fall 1986 for Unit I and Spring 1987 for Unit 2, as shown in the attachment to Reference (4). While we expect to meet the ATWS schedule criterion for Unit 2 (Spring 1987), we will be unable to accomplish the ATWS modifications on Unit I until the Spring 1988 refueling outage.

As discussed with our NRC Project Manager, a more detailed schedule showing major milestones will be provided as soon as it has been developed, tentatively in the first quarter of 1986.

e Mr. A. Thadani October 16,1985 The reasons that our scheduled final implementation date for Unti 1 is beyond the second refueling outage following 7/26/8f4 are that:

We have been participating in the CEOG Program in order to identify and achieve a cost-effective and consistent approach to satisfying the design requirements of the ATWS Rule. That approach has been discussed with members of the NRC staff, and we understand that a favor ble decision should be forthcoming from the staff shortly.

(2)

The guidance contained in Reference (2) was necessary before work could begin on a functional design specification or a preliminary design. That functional design specification has now been completed in draf t form by Combustion Engineering and is under review by the CEOG Program participants; (3)

Due to the long lead time required to schedule major work items for refueling outages, and due to the above factors, we were not able to develop sufficiently firm plans to schedule the Unit 1 ATWS modifications during the next outage (Fall 1986).

We expect to provide the specific information required by paragraph (C)(6) of the rule by the third quarter of 1986.
